Description
An original, complete 16-page antique British Parliamentary Paper ordered to be printed by the House of Commons on 26 March 1834.
This comprehensive, continuous text run (Pages 279 to 294 inclusive, Sessional Document No. 186) details the comprehensive “Civil Contingencies” emergency financial accounts for the British Empire’s global operations in 1833. It features an authentic vertical “AUDIT OFFICE” stamp and an attached period paper slip with handwritten ink script on the primary title page.
History & Context
The Civil Contingencies Fund acted as the British Treasury’s emergency reserve fund, bypassing regular parliamentary votes to address urgent global events. This specific 16-page report provides an incredibly rare, granular look at major global turning points from 1833:
- Global & Latin American Diplomacy: Logs emergency expenditures, courier charges, and outfits for high-ranking British Ministers stationed at vital geopolitical nerve centers. - Irish Medical History (The Cholera Epidemic): Documents emergency funding managed by the General Board of Health in Ireland specifically combating the catastrophic 1832–1833 Asiatic Cholera outbreak.
- Pre-Famine Irish History: Details infrastructure and provincial security budgets across Ireland, including regional Police Inspectors-General (Sir John Harvey, Major Miller, Major Warburton), the Richmond Lunatic Asylum, and the landmark engineering survey for the River Shannon.
